OpenTofu is not so "Open"

Hey there :wave:

My name is Maksim Pinigin, I’m a DevOps engineer and i was really interested in using OpenTofu instead Terraform, but 27-th of August Russia was blocked by GeoIP to OpenTofu registry and some Russian provider’s was deleted.
So… Technical Steering Committee (TSC) of OpenTofu make this decision to follow US sanctions, but no details were provided of which sanctions and how opensource project may be affected by them.

Summary

For me and many other users opensource equals freedom. I ask Linux Foundation to look into this situation and ask community to share their opinions

Sorry for mistakes in my text (English is not my native), but i wanted to share my feelings and thoughts as soon as possible.
